Financial Management Academy (FIMA) is the apex training institution in Bangladesh in Public Financial Management where BCS cadre officials and non-cadre officers belonging to various departments are imparted training in an excellent environment. The main objective of this Institution is to conduct efficient and effective training in the field of Auditing, Accounting Information and Communication Technology (ICT) and Management to all audit personnel. FIMA as the top training institution of the country in Public Financial Management perceives and expresses common aspirations and expectations of its key stakeholders, the civil servants, who will uphold and remain committed to the core values of the nation Democracy, Nationalism, Secularism and Social Justice. Vision and Mission of FIMA, thus, always inspire and create a sense of purpose and commitment in the mind of all the trainees and employees of the organization. FIMA also believes and practices some fundamental principles and values which create a strong, unique and innovative culture in the organization.

Vision
To become a centre of excellence in providing training in public sector accounting, auditing and financial management.

Mission
Carrying out sustainable and cost effective training programs in financial management with particular emphasis on accounting and auditing to meet the needs of its stakeholders for efficient and effective financial management within an accountable and transparent framework.

Objectives
* To conduct efficient and effective training in the field of Auditing, Accounting Information and Communication Technology (ICT) and Management to all audit personnel.
* To produce trained efficient, skilled and capable auditors to conduct the audit;
* To produce trained efficient, skilled and capable accountants to prepare account.
* To enhance the efficiency and expertise of all audit personnel in various fields.
* To contribute in strengthening the public sector financial management through training offered to local and foreign institution.

5 Year Strategic Plan of FIMA
Proposed Goals
Goal-1
Developing competent and professional human resources by imparting quality training and development programmes.
w AAG Training may have 02 weeks international attachment.
w Presentation: For increasing communication skill trainee officers could arrange more and more class presentation. It may be individual or in group in front of DG, Directors or any other senior guest speakers.
w E- learning and online course registration system may be launched.
w Follow up the restructuring process of the department to ensure it as early as possible as it will help to expand FIMA
w After successful restructuring of Audit Department we should look for sufficient number of AAGs recruitment. FIMA spends same effort and expenses to train up 3 AAGs and 20 AAGs at a time.
w DAOs and UAOs Should be included in refreshers Training Courses
w Celebration of Audit Day (11 May) can be organized by FIMA to make awareness about
Audit to the Govt. service holder as well as the civil society so that they are informed no gov. official is free from accountability. This can help reduce corruption and enhance good governance.
w FIMA might fully be equipped with necessary extra-curricular activities like sports, music and other amusement so that it can keep a trainee’s bodies and mind fresh.

Goal-2
Promoting a culture of continuous learning to foster a knowledge-based civil service and making a knowledge friendly infrastructure
*Taking initiatives for acquiring new land to increase residence for faculty new dormitory for participants so that full residential course can be organized.
* Enriched Library with modern Audit related books Journals and Important and Audit reports of both home and abroad.
* Increase more fully furnished classrooms.
* Taking a Project enhancing the capacity and development of FIMA
* Upgrade the facilities of dinning of dormitory 1 and 2.
* Beautification of FIMA
Goal-3
Establishing effective partnership with reputed institutions of home and abroad for developing organizational capacity.
* Involvement of Finance Ministry officials of Audit and other cadres/retired officials to academic activities
* Collaboration with a University to provide a professional master degree like Masters in Public Financial Management or Masters in Auditing
* Sharing knowledge with BCS (Taxation) Academy and other training institutes that have experience in Public Financial Management.
