FIMA: A center of excellence as training academy on public financial management

Financial Management Academy (FIMA), premier training academy of the office of the Comptroller & Auditor General of Bangladesh, has now been emerged and regimented nationwide as a center of excellence in providing training to the govt. officials on Public Financial Management of the republic.

Trailing a tradition way back to the Indo-British era and even the erstwhile Pakistani ruling ambience and with the ever fresh reformation of the elite cadre service of Audit & Accounts in the emancipated republic of Bangladesh, Audit & Accounts Training Academy (AATA) bloomed as a training institute of the C&AG for imparting training to the officials of the C&AG and other Govt. officials on financial management in the year 1974.

For transforming the dream of the Bangladesh mass people in to reality, a trained and time befitting officers are badly required. Considering the fact, ATTA was upgraded and renamed as Financial Management Academy( FIMA). Since then, FIMA is putting efforts for developing course design keeping in mind the global change in the field of financial management emphasizing on public financial management.Fima always give importance inclusion of latest thoughts and technologies in its course curricula to make the training more meaningful and time needed.

It, now, as an acclaimed & specialized training institute in the public sector, disseminates varried training courses on financial management, especially in the fields of government accounting and auditing to ensure accountabilty and transparency standard to the apt for the sake of the republic and thus discharges its due responsibilities to its real guardian and proprietor i.e. citizens of the republic.
Basically, FIMA is scheduled to train officers and staff members of Audit & Accounts Department. However, with the inspiration raised from its responsibility in public financial management sector to the republic as a whole, the academy also arranges diversified courses on public financial management for the officers and staff members of various Ministries, Divisions and Departments including Police, Defence Services of Bangladesh Government.

Looking forward to collaborating with the international arena FIMA occasionally arranges audit and accounting courses for the trainee officers of foreign countries as well.

Strarting since 2010 as a full-fledged training academy, FIMA till today has successfully trained 7 batches of Audit & Accounts Cadre (AAG probationers). It also conducted Audit & Accounts Departmental courses like S.A.S/ S.A.R.S Part I, Part II for Auditors, Junior Auditors, Superintendents, A&AO and other member staffs, TASK course for A&AO (CGA), AWARE course for A&AO, Superintendent, Auditor, Senior Scale preparatory courses for senior BCS officers of the department, TIBAS courses for senior members of the Cadre service, specialized courses on ‘public financial management’ for the officers of various govt. bodies and members of the defense services particularly the members of Bangladesh Army and many more distinct courses.

The academy encapsulated its campus premise with a six storied building with a state-of the art conference room, a fine decorated two-layered auditorium, a rich library, a complete IT infrastructure having a 24 hour-wi-fi service, two dormitories–one for cadre officers & the other for non-cadre officers-each having all the modern amenities including educational, recreational spaces for the residers, one residential apartment for the regulated staff members of FIMA, a slim but smart playground, gardens with walkways, parking and above all a well groomed team of Bangladesh Ansar for its security.

Keeping in mind the ceaseless process of learning, the academy always merge its methodologies and practices as per the latest editions so as to bring out the best out of the trainees. The academy always focuses on creating professionals, both from the Audit department and other govt. department, par excellence with a palmy platform on the commitment to ensure transparency and accountability above all good governance for public good.

So, it expects, these professionals would be capable of emitting their best through informative, insightful, enriched earnings armored with these trainings. Thus, constructing their work processes as envisioned, they should act as a catalyst in ensuring good and credible governance of the country.
