Office of Chief Accounts Officer, Ministry of Health & Family Welfare was established in 1985. It is working under the direct control of CGA (Controller General of Accounts) whose office is working under Finance Division of Finance Ministry.

It always concern to fulfill its vision and mission. Its mission is to play role to strengthen the govt. financial management system through the mission of performing pre-audit in govt. transaction and producing authentic accounts.

It has signed APA (Annual Performance Agreement) with CGA in order to be more accountable in written. It has some strategic objectives. Such as:

w To maintain the trend of govt. financial management,
w To increase the EFT (Electronic Fund Transfer) range,
w To improve Service Delivery,
w To settle pension cases within short time.

CAO/Health and Family Welfare has separate 11 units (Administration, Pension, Cash& Health-1 to Health-8). Besides administrative functions its main activities are as follows:
w CAO acts as an advisor to the Principal Accounting Officer,
w Incorporates monthly account,
w Reconciles pre-audit cheque as per procedure,
w Reconciles with the departments,
w Draws Management Report from iBAS,
w Oversees the trend of collection of revenue and expenditure,
w Assists PAO in the preparation of budget estimate,
w Prepares Annual Appropriation Account,
w Ensures correctness of balance of the Public Account,
w Pre-Audit Functions,
w Settle pay, pension and other claims of persons/offices/agencies,
w Maintains GPF accounts of all subscribers and make advance/ final payment of GPF and issues Account Slip,
w Fixation of pay of staffs and officers drawing pay from her/his office as per rule,
w Settle audit observations against her/his office,
Prepare budget estimate and maintain record of accounts of her/his office etc.

It has 143 sanctioned posts but at present it is working with the 55 vacant posts. As a result it is working hard with its limited staffs. As the concern ministry plays a great role within the government it has a great number of staffs. Every month CAO provides services near about 25,000 employees. Every moth it is maintaining 5,006 pensioners’ claim among which only 04 (Four) pensioners take service directly from CAO office and 5,002 pensioners take service from 30 branches of Sonali bank Limited within the Capital city. Bank claim the paid amount to CAO and CAO reimburses the amount to the bank. On an average every month 20 pension cases are settled by the CAO. As a result the pensioner’s number is increasing day by day.

CAO is now performing rapid fixation as per new National Pay Scale-2015. The employees under CAO are working day to night as well as in holidays to give prompt service.

Bill passing status for the previous months:
Ministry budget at a glance: The ministry has 7394,42,00,000/- taka budget for Non-development for the Fiscal Year 2015-2016 and taka 5331,21,00,000/- for Development budget. Functional Code 2700 is fixed for ministry of Health and Family Welfare. CAO passes the bill within the presidency. Besides, according to the administrative and financial approval of ministry it issues authority for the expenditure of outside presidency. Within the country if any expenditure occurs in favor of ministry, CAO is the final authority to compile the expenditure as well as receipt. In favor of PAO (Principal Accounting Officer) CAO produces Appropriation Accounts every year and take approval from Civil Audit Directorate. After vetting it finally raises to the Parliament through CGA & C&AG Office.

Appropriation Accounts follows the under procedure:
w First, budget approved for the spending authority;
w Second, expenditure incurred against budget;
Third, incorporate explanation of spending authority for overspending or surplus (if any).

Recent Achievements:
Completed 70% payment of officers’ by EFT, Zero report at the end of current month, One-stop Service for pensioners, On-line Pay Fixation, CAO-Interaction Groupfor uniform implementation of financial rules.
